Indicators and standards of quality have emerged as an important framework in park and outdoor recreation management. This framework can help define and manage high quality outdoor recreation opportunities. Indicators and standards of quality are also implicit in the management framework of levels of service that has conventionally been used in field of transportation management. This manual describes how these complementary frameworks can be integrated to manage transportation in parks and public lands.
